Cấp xã mới có thể hoạt động từ 1/7

Ban Thường vụ tỉnh thành ủy, nhất là người đứng đầu quyết định thời điểm hoàn tất sắp xếp đơn vị hành chính và có thể đưa tỉnh, xã mới vào hoạt động từ 1/7.

Sáng 6/6, Bộ Chính trị họp cho ý kiến về tiến độ sắp xếp đơn vị hành chính các cấp. Chủ trì cuộc họp, Tổng Bí thư Tô Lâm nhấn mạnh tiếp tục thống nhất chủ trương sắp xếp đơn vị hành chính cấp tỉnh và triển khai sáp nhập cấp xã tại các địa phương đã chuẩn bị đầy đủ điều kiện về nhân sự, cơ sở vật chất, trang thiết bị, phương tiện để tổ chức bộ máy vận hành thông suốt.

Bộ Chính trị thống nhất giao Ban Thường vụ các tỉnh ủy, thành ủy chỉ đạo quản lý tổng biên chế năm 2025; tinh giản biên chế, cơ cấu lại đội ngũ cán bộ, công chức, viên chức. Địa phương được chủ động điều chuyển chỉ tiêu biên chế giữa các khối chính quyền, Đảng, đoàn thể trong quá trình sắp xếp, theo mô hình chính quyền hai cấp, trên nguyên tắc không làm tăng tổng biên chế và cơ cấu được giao.

Các tỉnh, thành phố cần kịp thời báo cáo Ban Tổ chức Trung ương tổng số biên chế điều chuyển để theo dõi; đồng thời giải quyết dứt điểm chế độ cho cán bộ nghỉ việc và có chính sách phù hợp đối với cán bộ còn tuổi công tác.

Tổng Bí thư yêu cầu Đảng ủy Chính phủ chỉ đạo ban hành sớm các nghị định về phân cấp, phân quyền, phân định thẩm quyền; hướng dẫn chức năng, nhiệm vụ, tổ chức bộ máy cơ quan chuyên môn thuộc UBND cấp tỉnh, cấp xã. Trước mắt, số lượng cấp phó tại các cơ quan, tổ chức được giữ nguyên.

Lộ trình kéo dài thời gian sử dụng người không chuyên trách ở cấp xã sẽ được nghiên cứu, đảm bảo phù hợp với thực tế. Quá trình sắp xếp thôn, tổ dân phố hoàn thành trước ngày 31/5/2026.

Ban Chỉ đạo thực hiện Nghị quyết 18 sẽ tổ chức tập huấn cho cán bộ, công chức, viên chức tại các địa phương sáp nhập. Học viện Chính trị Quốc gia Hồ Chí Minh chủ trì, phối hợp với các cơ quan Trung ương xây dựng chương trình, nội dung và thống nhất thời gian tập huấn.

Tổng Bí thư đề nghị Đảng ủy Quốc hội chỉ đạo việc sửa đổi, ban hành Hiến pháp, luật, nghị quyết liên quan đến tổ chức và hoạt động của Đoàn đại biểu Quốc hội và HĐND các cấp sau sắp xếp, tạo cơ sở pháp lý cho địa phương triển khai. Các địa phương phải đẩy nhanh tiến độ hoàn thành việc sáp nhập đơn vị hành chính cấp tỉnh, cấp xã, sớm đưa bộ máy mới vào hoạt động trước thời hạn.

Ông cũng lưu ý chú trọng bố trí, sắp xếp cán bộ theo đúng nguyên tắc, quy định và hướng dẫn, đồng thời thực hiện tốt công tác chính trị, tư tưởng, chế độ chính sách đối với cán bộ bị ảnh hưởng, tránh phát sinh phức tạp trong nội bộ. Việc rà soát, bàn giao công việc trong giai đoạn chuyển tiếp cần đầy đủ, không để sót nhiệm vụ hay ảnh hưởng đến hoạt động của người dân, doanh nghiệp.

Sau sáp nhập, cả nước sẽ còn 34 đơn vị hành chính cấp tỉnh (gồm 6 thành phố trực thuộc Trung ương và 28 tỉnh) và 3.321 đơn vị cấp xã. Ước tính, việc sắp xếp giúp giảm hơn 18.400 biên chế cấp tỉnh, 110.700 biên chế cấp xã và 120.500 người hoạt động không chuyên trách ở cấp xã.
